Nuclear Power Power Plant - Cluster unto themselves

With all of the discussions regarding the "potential" direct 
radiation as well as emission from nuclear power plants causing all 
of the ills of the world, let me pose this question:

If the assumptions are correct, that direct radiation and plant 
emissions are causing all of the assumed illnesses, then why aren't 
these effects exacerbated and observed within the plant staffs who 
are within these facilities on an on-going basis, and are continually 
exposed to the direct radiation, as well as the plant emissions? Why 
aren't these cancer clusters observed, as well as other disease 
purported to be caused by the very fact that there is a nuclear power 
plant in the community?
