This value is reasonably consistent with other values for upper limits
reported (see e.g. NCRP 118).  In addition to the scenarios suggested by
Susan, here's another one:  If soil is contaminated with Ra-226,
remediation goals will require removal to the 0.5 to 5 pCi/g range.  Once
that has been confirmed, clean backfill is brought in and the area is
seeded and fertilized.
