New York City DOH - requires monthly TLD for nuc med?

I have been told by a client in the City of NY that they have been 
informed by the New York City DOH, that their nuc med staff are 
"required" to wear a monthly TLD, and are not allowed to wear a 
quarterly TLD. I can understand if the DOH wants to minimize the film 
monitoring period, even though film can be worn for longer periods, 
very accurately and precisely.

Can someone please confirm? This does not seem very logical to me.
