10 CFR 20, Appendix C refers to quantities in a container that require
container labeling, and 10X the App. C quantitiy in a room or area requires
posting.  This does NOT address licensing issues.

I'd also recommend a thorough self-assessment prior to contacting regulators,
unless a reportable condition is discovered.
