Carbon Dose?

Engineering has ask about the wording in an old protective coating (paint)
specification. The wording is "Radiation tolerance to doses of 10^7 rads
carbon over 25 years. We don't understand why the word "Carbon" is in the
spec. Does anyone have any insight to this?
