DOE announces a "Notice of Availability and Opportunity for Public Comment" 
regarding the control of releases of materials with residual radioactive 
contamination from DOE facilities. The Notice provides the public with an 
opportunity to comment on revisions to DOE Order 
5400.5                     (Radiation Protection of the Public and the 
Environment) to implement changes to property release and control 
requirements that were directed by the Secretarial Memorandum of July 13, 
2000, "Release of Surplus and Scrap Materials". The Notice provides 
background information, questions and answers regarding changes to DOE 
Order 5400.5, questions and answers concerning recycling of metals, new 
implementation programs and procedures, and a list of topics on which 
public comment is sought. The Notice, revisions to DOE Order 5400.5, and 
the Secretarial Memorandum of July 13, 2000 can be accessed from the ES&H 
Information Portal at                    http://tis.eh.doe.gov.
