It would be illegal, unethical and wrong in every possible way for the NRC
to edit or selectively print verbal reports and written notifications that
it receives from licensees.
Telling the truth promptly as it is known at the time is the only acceptable
behavior.
How would you propose that the NRC should go about hiding information from
the public?
