With regard to digestion without using hydrofluoric acid, I believe that
a sodium carbonate fusion in a muffle furnace would make the sample
soluble in water or a dilute acid. I do not remember how much NaCO3
needs to be used, but the method was used in the U, Th, Pa, etc.
analyses of deep sea sediments.
