In relation to exposures from any particular source within a practice,
protection and safety shall be optimized in order that the magnitude of
individual doses, the number of people exposed and the likelihood of
incurring exposures all be kept as ALARA, economic and social factors being
taken into account, within the restriction that the doses to individuals
delivered by the source be subject to dose constraint.
It is not the responsibility of Regulatory Authority to impose to the User
any project, to fulfill the above statement. It is the responsibility of the
User to prepare the ALARA and to offer to the Regulatory Authority the best
alternative.
As you know, the process of optimization of protection and safety measures
may range from intuitive qualitative analyses to quantitative analysis using
decision aiding techniques, but shall be sufficient to take all relevant
factors into account in a coherent way so as to contribute to achieving the
following objectives:

(i) To determine optimized protection and safety measures for the prevailing
circumstances, with account taken of the available protection and safety
options as well as the nature, magnitude and likelihood of exposures;

(ii) To establish criteria, on the basis of the results of the optimization,
for the restriction of the magnitudes of exposures and their probabilities
by means of measures for preventing accidents and mitigating their
consequences,

So, consequently, in the design there is a need for components, system and
structures with high reliability and specific consideration to minimizing
personnel exposures, however, the User is responsible to choose the best
alternative, taking into account the ALARA philosophy, as above mentioned,
and not the Regulatory Authority. The User pays the ALARA programme and not
the Regulatory Authority. In this case, the Regulatory Authority is
responsible for the assessment of applications for permission to conduct
practices that entail or could entail exposure to radiation.

from the toilet of I-131 treatment room to the main hospital sewer =
