The core question is which limit applies to the air filter for unconditional
release from radiological controls:  The removable limit (eg 20 dpm for
Transuranics) or the total activity limit (100 dpm for transuranics).  The key
is how much contamination can be removed from the air filter by smearing it
(probably not much)

If the offsite lab is licensed by NRC or the State to possess the material
being analyzed, then neither should apply.  At that point you're shipping
radioactive material (probably excepted quantities) to someone who is licensed
to possess it.  All DOT regulations apply, especially those for removable
contamination on the shipping container.

If the lab is not licensed to possess the material, they probably won't be
able to do you much good.
