Basis for the numbers used in the LSA def. in 49cfr173.403

Does anyone know the basis/assumptions for the numbers used in the LSA defs. in 49cfr173.403 [e.g., 10^-6 A2/g (LSA I), 10^-4 A2/g (LSA II solids), and  2e-3 A2/g (LSA III solids)]?
