What have you been smoking? The San Onofre unit 1, a Westinghouse 650 Mw pwr 
was fully functional and dismanteling is beginning as we are writing this in 
the middle of rolling black outs.  The CA PUC has been about as anti nuclear 
as possible.  They paid Edison Electric all the money they would have made 
over the life of the plant to shut it down early.
