I tend to agree with Jim. Given (1) a president that will not irrationally
oppose all efforts to solve the waste problem, using "bait and switch"
techniques to frustrate good faith efforts in that area (as well as the
law,
I might add)

Don't EVEN get me started on the "integrity and non-irrationality" of GW
Bush!  *sigh*
