We have also used Type-A drums from Skolnik and they readily supply the
proper paperwork.  However, the Type-A certs. for their drums that I have
seen are ONLY for solids.  The Type-A testing for a drum to contain solids
only requires 1 meter drop test while that for a liquid container requires a
9 meter drop test - essentially the same as that for a Type-B container.
The plastic drum you originally suggested will almost certainly fail that
test and the cert. you get from Skolnik will not suffice.

Containers certified Type-A for liquids are not commonly and readily
available, and they do not contain large volumes of liquids.  Some designs
are available from the Hanford transportation web site.  If you make a
packaging EXACTLY as the Hanford document prescribes, you may be able to use
