The corporate tax (kind of income-tax of a company) goes to the town or
village where the company is registered. Part of the income-tax of the
workers go to the town or village where they live. So when a company in
A-Town decides to build a factory in C-Village without founding a
daughter there, and most workers live in B-Town, then A-town and B-Town
share most of the money, C-Village has the noise and dirt and traffic
(and the chance that over the length of time more of the workers may
live in C-Village, they may buy goods there, etc.).
But there is one error in your question: You suppose the protesters are
local. This is not necessarily true. There is a certain demonstration
tourism in Germany. Demonstrations like the mentioned one are meeting
points for activists who travel there from throughout Germany.
