How do you do an honest cost-benefit ananlysis when the benefit is theoretical and the data show no benefit, as with the proposed arsenic standard?  The arsenic standard case is further complicated by evidence of potential harm to health in reducing arsenic concentration.
 
The solution seems to have been to ignore the data and use LNT.
