Expend the billions of dollars since the issuance of the TMI Lessons 

Learned NUREG/CR. Safe is a probabilistic term. Nothing is 100% 

except eventual death of all living organisms. Therefore, while we 

can say that a nuclear accident can not be totally excluded, we can 

also state what the probability of an accident occurring, the type of 

accident, in probability terms. 



The following data is for "life-saving interventions and their cost 

effectiveness" annual costs in $ .. obtained from Tosh Ushino who 

obtained this from a list reference, Risk Analysis v. 15, 1995, p.
