Question:  What about the benefit to society as a whole?



Minimal radiation exposures in searches of vehicles, suspected smugglers, 

prison visitors, etc. is, in my opinion, beneficial to society and of no 

measurable effect to the "exposed" individual.  In regard to the use of 

x-ray technology to check for smuggling of humans in the back of a truck, 

those people could limit their exposure by not stowing away in the first 

place.
