Also too - the question originally raised was the justification of

x-raying people in this case.  The answer there is simple.  The x-ray

was to detect contraband/contents - people were NOT supposed to be there

and NOT what was "officially" being looked for.  Most likely the

question was first asked if there were people onboard.
