A quick search on the internet produced the following result.
09.03.2001 Heimann Systems delivers HM Customs & Excise, United Kingdom two
new HCV-Mobile Systems
Heimann Systems has just delivered a second mobile scanning system to United
Kingdom HM Customs & Excise, to be used at the port of Southampton. A first
system was delivered in January and is currently in operation at the British
Port of Felixstowe. Recently, the British Government saw the first hefty
return from the very latest Heimann Systems X-Ray technology when Customs
discovered a 6 million cigarettes contraband further to an X-ray scan on a
container at Felixstowe. Heimann Systems HCV-Mobile system is currently the
only system in the world, which combines full mobility and exceptional
performance. It is also the only mobile system capable of providing manifest
verification at key locations such as seaports. The system's high
penetration capability enables the HCV-Mobile to scan fully-loaded
containers and to give a high resolution X-Ray image, comparable to that
obtained from Heimann Systems larger and more powerful stationary systems.

Dredging my memory, having lived in the south east of the UK around the time
of the opening of the channel tunnel, X-rays have been used since the tunnel
first entered operation. However their purpose was and still is not to
detect illegal immigrants, but contraband e.g. alcohol, cigarettes and
illegal drugs. I understood at the time that the vehicle would be checked
visually before it was inspected using x-rays. One of the reasons given was
to prevent inadvertant exposure of people. I have to be cautious and note
that the last paragraph is only my recollection of news reports at the time,
but having an interest in Radiation Protection I did take a great deal of
interest in what was said.
