Package Irradiation

I do not have a good biological understanding of anthrax spores, but would

ultraviolet radiation be more effective than gamma if mail and packages were

irradiated to kill the bacteria?  It seems like the spores would have very

little water content that would make them more difficult to kill by standard

gamma interactions.  (Forgive me if this has already been asked)
