Detecting diversion is an important part of safeguards, but the inspectors 

are also concerned with the isotopics of any Pu in a facility.  My group at 

LANL teaches the inspectors how to determine Pu isotopics (and mass).  Mass 

is determined with neutron counters, which need isotopics to determine the 

total Pu mass of the item.
