Tl-208 analysis

Hello radsafers,
I was wondering if anybody could help me out with using gamma-spec to measure daughter progeny from Th-232.  The 583 line of Tl-208 appears to yield a result which is consistently 10-20% lower than for the other major lines from Pb-212, Bi-212 and Ac-228.   Due to a low detection efficiency, I do not believe cascade summing to be the cause of the discrepancy. The abundance used is 84.5% (May 2000 ENSDF) and the branching ratio from Bi-212 is 35.9% (Recent INEEL on-line publication).  I would be appreciative of suggestions or a trusted reference with a better intensity or branching ratio value.
Thank-you
Brian Keele
