I think you are really confused. Individuals involved with treatment
planning are called medical physicist, not health physicists. They undergo
different training and qualifications. Many are certified by the American
College of Radiology, or work under ACR certified physicians or physicists.
Only physicians can prescribe a dosage. The medical physicists are involved
with the planning and delivery of the dose. Check out

"Help", definitely! I consult HPs about dosage in exploring radiation
treatments or prevention in low dose, as the radioactive stent people surely
did.
Radiation oncologists have been killing cancers for a long time, with
equipment and protocols guided by health physicists.
In both situations, HPs respect your law, Jack. Aren't you happier with your
physician not pretending to know it all?
