Duties:

The individual conducts investigations, surveys and writes reports of a

complex nature according to the rules and regulations of Public Health;

performs routine inspections at nuclear power plants; as a NIAT member of

the Commonwealth's Nuclear Incident Advisory Team (NIAT) performs emergency

work during radiation accidents or incidents.



Detailed Statement of Duties and Responsibilities:

Performs compliance surveys relative to Department of Public Health

regulations, which involves technical measurements of diagnostic and

therapeutic x-ray equipment, accelerators, laser units, and radioactive

materials uses, performs licensing and inspection activities under the

Agreement State Program;



Analyzes radiation problems and conditions in medical, academic, and

industrial establishments to determine whether registration or licensing is

required by Department rules; enforces the adoption and maintenance of sate

techniques and control of health hazards in such establishments with

isotopes, x-rays, tracer materials, nuclear reactors, and other Department

regulations. Similarly addresses non-ionizing radiation problems and

conditions related to lasers and various sources of non-ionizing radiation;



Coordinates and conducts field investigations of installations maintained by

users of all types of sources of radiation and submits written reports,

investigation materials and procedures to determine the cause of a radiation

accident or incident;



Collaborates with other Environmental Engineer IIIs and participates in the

enforcement of the radiation control rules and regulations adopted by the

Department;



Conducts radiation monitoring programs for environmental radiation

surveillance around nuclear power stations, through the collection of air,

water, milk, vegetation, etc. for analysis to determine the degree of

radioactivity in these areas;



Performs routine inspections at nuclear power plants for compliance with

effluent regulations;



Member of the Commonwealth's Nuclear Incident Advisory Team (NIAT) and

performs emergency work during radiation incidents or accidents, as part of

Federal requirements for the Federal Emergency Management Agency.



Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years

of full-time, or equivalent part-time, technical or professional experience

in the field of environmental engineering. civil engineering, sanitary

engineering, mechanical engineering, chemical engineering or public health

engineering and (B) of which at least two years must have been in a

professional capacity, or (C) any equivalent combination of the required

experience and the substitutions below. 



Substitutions:



I. An Associate's degree with a major in civil engineering or civil

engineering technology may be substituted for a maximum of one year of the

required (A) experience.*



II. A Bachelor's degree with a major in environmental engineering, civil

engineering, civil engineering technology, sanitary engineering, mechanical

engineering, chemical engineering or public health engineering may be

substituted for a maximum of two years of the required (A) experience.*



III. A Graduate degree with a major in environmental engineering, civil

engineering, sanitary engineering, mechanical engineering, chemical

engineering or public health engineering may be substituted for a maximum of

three years of the required (A) experience and one year of the required (B)

experience.*



*Education toward such a degree will be prorated on the basis of the

proportion of the requirements actually completed.



NOTE: Educational substitutions will only be permitted for a maximum of one

year of the required (B) experience.



SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid

Massachusetts Class 3 Motor Vehicle Operator's License.



Preferred Qualifications:

Qualifications Preferred at Hire:



Bachelor and/or Masters Degree in health physics or radiological physics or

radiation health preferred. Successful completion of Nuclear Regulatory

Commission Core Training or equivalent as well as experience in radioactive

materials license review and inspection procedures preferred. Current and

valid Drivers license necessary.
