I don't believe that statement referred to the Navy's safety record he was quite proud of it and it showed when he made comparisons to the commercial industry. A case in point would be when he drank coolant from an operating Navy reactor. Secrecy was stock in trade for a Cold War Warrior.

You raise an excellent point.  There has been little, if any public
opposition to the Nuclear Navy, at least in the U.S.  Why?  Maybe it's
because the Navy has a whole different attitude regarding RP
