MARSSIM has been promulgated and is currently in use. MARSSIM defines methodology to give you a survey design for post decommissioning. It doesn't address subsurface (>15" deep) contamination. You can purchase a hard copy of MARSSIM from the National Technical Information Service (NTIS) sales desk or website (NTIS document number PB97-117659). It's also available for download off the EPA website. Just search for MARSSIM through Yahoo.com.
