CHP Part II question

I know this is probably a silly question, but I'm having a difficult time with the following equations from Version 005, January 2002 Useful Equations, Formulae, and Constants.  Can anybody give me a reference or explain the use of these equations?



B = (1 + ux)   Fe

B = (1 + ux/3) Pb
