Interesting question.  I believe that the ashes, if the NORM were concentrated above their natural concentration in tissue, would be TENORM, and could be buried at a hazardous materials landfill, if the Department of Toxic Substance Control authorized it, otherwise they would have to go to an LLRW facility.
