Plants (not necessarily nuclear) had to retrofit extremely expensive technology that provided for the release of water that was far cleaner than the river water they were releasing into. The scientific basis was thus not good, the cost (which always ends up back with the consumer) was too high, and the idea went out of fashion. But I guess science and clothing fashions have to be revisited every 20-30 years.


And, of course, it doesn't end there.  In a decommissioning project that takes 2 - 3 years, one might have to re-do, re-do and re-do with every innovation.
