	I don't really understand your question, and especially the last

sentence. But I will address such questions if you propose a way in which

they can affect the relationship among my principal variables, lung cancer

rates, smoking prevalence,  and average radon levels in a county. Unless

this relationship is  affected, confounders on the level of individuals

 do not matter.
