You are correct. My point is to consider the objectives of this list,
Radiation Safety. I do believe there are competent groups and authorities to
deal with other kind of terrorism, as your example. In fact, even
considering a source like Goiania the number of casualties, in your
scenario, will be more due the explosion than the dispersion of radioactive
material. However the decontamination will be a very complicated problem.

How about terrorists dispersing a poison gas into the ventilation
system of large buildings, or into a basketball arena. They could kill a
lot more people that way, and a lot faster.
