If they were actually carrying radioactive material, I believe they would be placarded appropriately. They may have been empty. Railcars carrying LSA (low specific activity) material, some low-level waste, material packed in ordinary industrial boxes, etc. are often used only for RAM because they can become contaminated and you don't want to contaminate other cargo.
