I recall while at a Government Instillation, we had an epidemiologist
perform a study of potential problems from the site. This
was in the early 70s when there were a lot of charges and claims being very
popular in the media.  He gave a talk on his results, with the shocking
results that there was a positive correlation of the number of deaths due to
cancer to the hypocenter of the site.  Very good correlation.  Then he set
the hook. All data were for the time period BEFORE the location of the plant
was even announced, let alone built or operated.  We had a long discussion
on such clusters across the country.

One of the most interesting meetings that I have ever attended.  By the end
of the talk, I was convinced that such an analysis should be conducted as a
part of a siting study.

I remember reading a study on cancer rates around US nuclear sites and sites where nuclear facilities were planned but never built.   There were cancer clusters around some “inexistent” facilities.  I do not remember the reference; it is at the CNSC library.
