I think "decency" would be the key phrase, wouldn't it? If someone in my
family died, I would want blame to fall on the correct party (or parties). I
would find it indecent if the wrong person spent their life in jail or was
executed, or if an industry was incorrectly blamed for it just so that I
could get a sack of money out of it. Unfortunately, a whole new industry now
exists, formed out of assigning blame for things to people who are able to
pay, at times regardless of culpability. Things nuclear represent a big bad
wolf, and those who represent them (and have bucks) should pay up whether
they are really at fault for the illnesses or not. I find this indecent,
your choice of words was good.
