Yes.  Here in Connecticut, the State's Office of Emergency Management has

the ultimate responsibility for directing evacuation around Millstone based

on input from the plant based on the projected exposures off-site (a

General Emergency).  These classifications and actions are required by the

federal government.  FEMA periodically evaluates the towns' ability to

implement these actions.



Do emergency plans offer instructions on sheltering-in-place to local

residents?



Yes.  Annually, instructions are mailed to each resident within the

ten-mile emergency planning zone.  Also, instructions and evacuation routes

are contained in the Yellow Pages and on the state's web pages.



Or recommendations on filtered breathing masks?



No.



In congested area like this, evacuation will be a logistical challenge, to

say the least.
