Richard,
your GM counter may be useful after some real blast close to you,
but I would not expect it to be able to detect any leaks during
non-serious emergency times.
A lot before the GM can detect anything except background, existing monitoring
equipment will have rung the bell. For surface contamination detection,
you need some portable HPGe detector and an MCA... (well above $20
or even $30K, and the detector must be fed liquid nitrogen every week or so).
