The US has in fact decided to destroy all its chemical warfare agents ( although the actual job of destroying them all may not yet be finished -- I'm not sure), in a world where a number of belligerent regimes have chosen not to follow suit. As a result, a situation may conceivably develop where a devastating chemical attack may require some sort of response - likely more severe and more precisely targeted than "economic sanctions."
