I have to agree with Ruth on this. I'd only add that "good enough" 

signifies "safe". If the rules, regulations, NUREGS, ANSI Standards 

and any other regulatory driven document imply that meeting the 

stated objectives, that one is safe .. then no need to go further. 

Now, per Ruth's comments, if one is to strive to meet "excellence", 

then the enabling objectives must be stated, whereby an organization 

can then go beyond what is already accepted as being a safe 

organization, safe facility for the employees and public, but, the 

organization simply wants to attain a higher level. 



The primary element to be met is ,,,,  is the facility operating 

safely. If the answer is yes .. then the primary mission statement 

and requirement is being met.
