Good points. Where I have a different viewpoint, may be that I am used

to, not "pacifying populations", but pacifying individuals. Blocking

adrenalin (anger and fear)

does have great merit - halving likelihood of heart attacks in the

current epidemic, for example. 



The external measurement, while not measuring Pu alpha (which doesn't

penetrate soil) can dissipate the fear - which did more harm than

radiation downwind from Chernobyl, and certainly is in Livermore.

Measurement would give opportunity to the HP to counteract CARE

propaganda. I do not see it as confirming trouble. To me, worry is in

itself good reason to help individuals. Third party payers (government,

insurers) do not consider treatment of fear and anger "necessary" - and

that's one reason their costs are skyrocketing.



Notice that I suggested, not tax money for populations, but volunteer

service for individuals - as suggested by President Bush.
