RE: Sec. Ridge accurately addresses the impact of a "dirty bomb"



Sandy, I had no problem with Ridge's statement.  I was responding to

Rosenthal.  I sympathize with those who say the public will never believe us

when we reassure them (although I think that overstates the case).  But I

disagree strongly with the implication that some people make, that therefore

we should never say anything good or reassuring or we'll lose credibility.

You have to keep speaking truth, as you know it, and hope that at least some

people will be glad you did.  But at least you'll have your integrity.  And

that's the only way, in the long run, to get the public's trust.  (And the

antis will keep trying to tear you down, regardless.

Ted,



Ridge's comments were just that. He said there was not expected to be any

significant injury, but even with that, human nature is there is a

psychological effect.



It is also unfortunate but many in the public simply don't believe our

government,our

scientists and most of all, us, the rad protection personnel. There have

been too

many instances where information has not been accurate. Take the bomb

testing in

Nevada/Utah where the soldiers were told there would be no effect from the

radiation, how about Vietnam and agent orange, how about the '91 Gulf War

and

chemical exposure, take the anthrax deaths in DC and NY, where our

scientists

didn't even know that anthrax would simply move through the molecular gaps

in the

paper envelopes (how long has anthrax been a known substance)? There are

other

cases where we, the public have been told, don't worry. And now you say the

public

should just be told that there is no reason to panic?  Is there anything

that we can

say to really make the public believe what we tell them?
