Re: Internationally Accepted Effluent Release Guidance

The IAEA (BSS) [1] establish basic and  detailed requirements for protection against the risks associated with exposure to radiation and for the safety of radiation sources that may deliver such exposure.  The BSS  place requirements on both the Regulatory Authority and on the legal person responsible for a source.  The BSS is referenced in all IAEA documents on Radiation Safety.

For your specific question I recommend the following IAEA documents that you and  those interested can download

a) REGULATORY CONTROL OF RADIOACTIVE DISCHARGES TO THE ENVIRONMENT
SAFETY GUIDE No. WS-G-2.3, 2002
http://www-pub.iaea.org/MTCD/publications/PDF/P088_scr.pdf

b) Generic Models for Use in Assessing the Impact of Discharges of Radioactive Substances to the Environment
Safety Reports Series No.  19, 2001
http://www-pub.iaea.org/MTCD/publications/PDF/Pub1103_scr.pdf
