	EXCELLENT POST, CAROL.



	Up to this point, you have made the only truly useful contribution to this

long drawn out dispute.  



	To answer the question at the end of your post, the reason the NRC is

making so much racket is that it is IN CHARGE, and it HAS THE POWER to do

whatever it wants to, and it is going to exercise its power come H___ or

high water or anything else.  This is not about safety, or dose, or even

regulations.  It is about power and the exercise of power come what may.
