Panic more dangerous than WMD

Ironically, Mr. Levi co-authored the report upon which Dr. Henry Kelly of

FAS based his testimony to the Senate back in March of 2002.  The testimony

included  maps of Manhattan and Washington, D.C. with overlays of isodose

lines which could not have been better designed to strike panic in the

hearts(?) of uninformed public officials, than if they had been drawn by

Greenpeace or the Tooth Fairies.
