In FEMA's mind (THERE's a scary thought) a fast breaking event, at least at a nuclear power facility, is one in which you start off at a General Emergency and IMMEDIATELY recommend offsite protective actions. The term "emergency" encompasses a broad spectrum of events ... for the "fast breaker" they want to eliminate offsite decisionmaking (they grudgingly agreed to include offsite decisionmakers in the loop, but gave them 5 minutes to be "notified" ... not to actually do anything), so in effect, what FEMA is pushing here is knee-jerk reactions on the part of offsite agencies.
