It's the FEDS they love making up language! Has anyone ever seen the FAAT
book from FEMA? It's the FEMA Acronyms, Abbreviations and terms list and can be

I work in the system, I grew up in the system and I have played at various
levels of the system from small towns in NJ to the Hill and the like and I can
talk their talk BUT I believe that in the end the "semantics" game hurts us
(responders that is) and it hurts us badly, it's a weakness actually as I see it.
