Beats me .... you'd have to ask FEMA, I guess -- I think it is their

document. Maybe they surmised that it would be more of an

attention-getter to coin a sexy new term like "fast breaking" instead of

just dull old "emergencies" <g>.  For my part, I am still puzzled by the

origin of "homeland" instead of national or something that sounds more

like the US. Every time I hear or read homeland, it conjures up

something Russian or German. I'm all for returning to horse-drawn

sleighs and vodka ....   Federal Fast-Breaking Management Agency????
