Bob,
The same reason why promoting "zero defects" in a manufacturing
process, or, any other process, is ridiculous. Depending on the cost,
it sometimes makes more sense to assume some risk, hence, risk versus
benefit.
I therefore agree whole-heartedly with your sentiments.
