That is true. My comment has to do with always having a goal of zero defects. When 

the goal is always "Zero" one is more apt to fail, therefore, the slogan of "zero 

defects" causes undue strain in an organization. I learned the above from JUSE 

(Japanese Union of Scientists), and I agree with them, when evaluating Total Quality 

Management in an organization.
