Bill,

    You have clearly summarized the LNT problem. Apparently, the antinukes

and other assorted crazies were smart enough to understand that any official

setting of a BRC level or other de minimis guidance would seriously

undermine their position and were politically astute enough to win the

battle. The idea that any amount of radiation exposure is unsafe continues

to be embedded in the public mind and  reflected in current policies.
